Historic Districts

The historic districts in Concord are an important asset to the community due to their special architectural and historic characteristics. Concord’s historic districts consist of three such areas. The North and South Union Street Historic Districts were established in 1982. In 1988, the Edgewood Neighborhood was designated as a historic district. The North and South Union Street Historic Districts are listed in “The National Register of Historic Places,” whereas the Edgewood Historic District is a locally designated district.

Historic Preservation Commission

The Historic Preservation Commission was established by the City Council to apply and interpret the zoning ordinance for areas within the historic districts. The Historic Preservation Commission's work helps to identify, protect, and preserve Concord's historic resources, as well as foster a widespread appreciation and respect for Concord's cultural heritage.  The Commission is composed of seven members and two alternate members, all appointed by the City Council.  It is not necessary for commission members to reside in the historic district.  Members may only serve for two consecutive 3-year terms.

 

Meeting Time and Location

The Historic Preservation Commission meets the second Wednesday of each month at 6:00 p.m.

Meetings are held in the Council Chambers at:

The parking deck is open to the public across the street from the City Hall.  Public parking is available only on the first level until 5:00 PM, and available on all levels after 5:00 PM.

HISTORIC HANDBOOK COMMITTEE

The Historic Preservation Commission is seeking applicants to serve on this year's Historic Handbook Committee. The Handbook Committee is a temporary, informal advisory group made up of Historic Preservation Commissioners and citizen members appointed by the HPC. The Committee's purpose is to review and recommend updates to the Historic Handbook, which provides guidance to City staff and the Historic Preservation Commission when evaluating proposed alterations to sites and structures within the Historic Preservation Overlay District.

Committee members will meet from 4:00–5:30 p.m. on the following dates, prior to the Historic Preservation Commission's monthly meetings:

• Wednesday, September 9
• Wednesday, October 14
• Monday, November 9

If interested in serving, please review and complete the fillable application and return it by August 17, 2026.

Steps to apply for a Certificate of Appropriateness (COA):

1. Download either of the following COA applications:  COA Application or COA Application for Tree Removal

2. Fill it out and save it to your computer.

3. New! Submit your COA Application and all supplemental materials through the Citizen Access Central Permitting online portal. Please read these instructions first: Citizen Access Instructions. Submit here: Accela Citizen Access You will be able to pay the application fee on this portal as well.

We understand that this is a new procedure and will take some time to adjust.  Applications may still be submitted by email to historic@concordnc.gov, in person, or by mail to the Planning & Development Services Department located at 35 Cabarrus Ave, Concord, NC 28025.
