Chief Gary Gacek has served as Concord's Chief of Police since July 2015. Chief Gacek came to Concord from Milwaukee, Wisconsin where he served in the Milwaukee Police Department for 25 years.

Chief Gacek began his career in 1990, holding the ranks of Police Aide, Police Officer, Police Sergeant, Lieutenant of Police and Captain of Police – the rank at which he retired. Chief Gacek worked in a variety of operational, administrative, and special assignments.   

Chief Gacek has lead a continual reduction in Part 1 crime and lowered Concord’s crime rate to a level not seen in over twenty years. Chief Gacek has implemented an evidence-based community policing strategy, updated the department’s technology and information systems, expanded the department’s analytical and intelligence capabilities, invested in best practice training for line staff and management, and developed several community engagement and social media initiatives.       

Chief Gacek holds an associate’s degree in Police Science from the Milwaukee Area Technical College; a bachelor’s degree in Business Management from Cardinal Stritch University; a master’s degree in Public Administration from Marquette University; a graduate certificate in Criminal Justice Education from the University of Virginia; and a graduate certificate in Law Enforcement Leadership and Management from Marquette University. Chief Gacek is a graduate of the 231st Session of the FBI National Academy in Quantico, Virginia; and, a 2020 graduate of the University of North Carolina’s School of Government Municipal Administration Program.

Chief Gacek is married and has two adult sons. When not working, Chief Gacek enjoys long distance road cycling, mountain biking, and golf.  


Administration Manager

Crystal Green joined the City of Concord Police Department on July 19, 2021, as the Police Administrator Manager.

Crystal is responsible for managing and overseeing daily administrative tasks, including payroll, personnel action notices, and personnel files. Oversees and responds to customer inquiries and complaints. Maintains confidentiality as performing data entry into the information systems. She will assist with administering and monitoring the departmental budget, including allocating resources and approving expenditures, auditing State RICO funds, and Federal Asset Forfeiture. In addition, she will assist with community events, and special projects and interact with public officials and external agencies.

Crystal holds an Associate degree in Business Administration from Northern Virginia Community College and a Bachelor's degree in Business Administration with a concentration in Human Resource Management from Strayer University. In 2022, Crystal obtained a Graduate Certificate in Human Resources from the Jack Welch Management Institute. Before accepting this position, she served as the Department Administrator at the University of North Carolina at Charlotte Computer Science Department, supporting the department chair, faculty, and graduate students. Crystal has over twenty years of experience with employee relations, customer service, budgets, and project management.

Crystal lives in Harrisburg with her family. In her off time, she enjoys traveling, reading, and sporting events.
