Police Chief Jimmy Hughes joined the Concord Police Department in 1998 and served as a patrol officer until he was promoted to sergeant in 2004.  As a sergeant, Hughes served in the Patrol Bureau, Special Investigations Division, and Criminal Investigations Division.  In 2013, Hughes was promoted to captain and served as the Charlie District Commander and in the Office of Management & Planning.  In 2017, Hughes was promoted to Major and served as the Patrol Bureau Commander until he was promoted to Deputy Chief of Police in 2019. He was named Interim Chief of Police on October 1, 2023 and promoted to Chief of Police on January 29, 2024.

Police Chief Hughes is an original member of the SWAT team and has served in various positions, including SWAT Commander.  Hughes is a recipient of the Concord Police Department’s Meritorious Conduct Award, 2008 Officer of the Year, and the 2020 Robert J. Eury award - Cabarrus County’s highest award for law enforcement. 

Police Chief Hughes graduated from Pfeiffer University in 1998 with a Bachelor of Science in Business Management/Finance. He received his Masters degree in Public Safety in 2023 from the University of Virginia and is a graduate of the Police Executive Research Forum - Senior Management Institute for Police - Session 67 and the FBI National Academy, Session 283.
